Yes they moved there in the summer of 2009 and are supposed to stay for a couple of years, not sure if their return has been discussed as yet.

Probably they will stay longer since they just rented out their Barcelona home.

I would think they love Washington DC because they seem to be left pretty much alone to have a pretty normal family life, plus there is a lot to do in the Washington/Baltimore/Bay area.
