They probably could, as the tiara belongs to a museum and is exhibited n Oplenac, former royal property, now part of the Foundation of His Majesty King Peter I, which is closely connected to the royal family.

The tiara is the heirloom from her family and is still kept with a lock of hair from Queen Maria. What is known is that she owned 5 tiaras.
I was in Oplenac in 2014 and saw the tiara. It was the first piece of royal jewelry I saw in real life!

Interesting to note that the Fringe Tiara onced belonged to Princess Beatrice, Infanta of Spain and Duchess of Galliera!

Sotheby's is selling a diamond tiara "attributed to Koch" and formerly belonging to a member of the "European high nobility". While exact provenance is not given, I think it might be the mysterious kokshnik worn by Princess Margarita of Yuguslavia (born Princess of Baden), who was a niece of the late Duke of Edinburgh.

I was thinking the same thing when I checked the auction lots although the proportions from the old photos to the one in the auctions seemed a bit off but the design is identical

True, but the hairstyle of the Princess and Sotheby's cover girl is different. Princess Margarita had a puff hairstyle when whe was wearing a tiara, so tiara looked smaller.

Plus, the tiara can probably be worn streched more wide and in that way looks more open and plus bigger. But, definately I don't recall any other member of the "high aristocracy" wearing similar tiara, except Margarita.

And Baden family can be both described as either royal and "high aristocracy", depending on the knowlege of the people who write.
