Margriet's outfit seems a little informal for a New Year reception, unless that's what the Dutch ones tend to be like.

She probably changed her outfit and hair inside the palace, as she does more often. Receptions are not this informal indeed.

It's indeed not uncommon for the Dutch to change at the palace, so I agree with Marengo that's what most likely happened. The king and queen at times also arrive in rather casual clothes before they change into their 'royal wardrobe'. When they leave they tend to still wear their 'royal clothes' but this seems to be an arrival picture.
