I have noticed that Felipe doesn't prioritize foreign social gatherings unless it's perhaps a funeral.
Whether it's by preference or because he feels constrained by the possibility of criticism in the press in Spain he just doesn't seem to do "fun" Royal occasions abroad and neither does Letizia.

I think they know perfectly well that if they celebrate the wedding in Athens, it would be wise to keep a lower profile. Reigning monarchs need heightened security measures and diplomatic protocols, which would mean that the Greek government would also have to be involved in organising the wedding and that will end up causing some controversy.
