A much used look in Europe in the winter months: dark / black tights, and dark / black shoes, used by women of all ages. Perhaps things are done differently in your neck of the woods.
It's definitely something I see everywhere around me here in Sweden. I also see many women wear thicker wollen tights to protect themselves from the cold when they walk or bike around town.

Maybe where that poster is, but here in the Midwest women often wear tights or leggings of all colors with dresses or tunic tops. Catherine’s tights would not be unusual.
Of course jeans are what is worn most frequently around here, but dresses are regaining some popularity.

I like Catherine’s suits, she looked smashing. I am not really a fan of those shoes with this outfit though-I think the booties suggested by an earlier poster would have been perfect.

I’ve lived in the northeast (until a couple of years ago) people below 35 (and especially the college crowd) do wear leggings/stockings (whatever you want to call it).

It's the same in Pennsylvania, a very ordinary look.
I love to wear tights in winter with skirts or dresses, they are warm and look better with boots.

Exactly. I don't associate black tights with children at all. It's not that she is wearing thick red tights (is there a special word in English for knitted tights* - that's what I am referring to) or something like that. That's what I would consider childish. Although coloured leggings are indeed worn by women as well (just not by me).

* In Dutch we distinguish between maillot (knitted thicker tights) and panty (sheer, somewhat see-through, thights).

One tv character who has done colored tight so well is Amy Pond. She’s my tights icon, that being I do not have Karen Gillian never ending legs.

Yes every winter I am reminded that black tights with high heels is the look, especially by the Swedish and Norwegian royals. It is the high heels that is the difference, the footwear, heels and not flats or boots. Here, black leggings are ubiquitous, for those with every kind of figure. Black tights yes, but almost always with boots as Mirabel mentioned, or flats. Don’t think I ever saw a woman with the tight and heels look. I live in the country but do a lot of business in nyc. Just what I’ve noticed

As for the discussion on stockings/hose/tights, I'm throwing another term in the mix here. All my life I've never referred to the old term of "silk stockings" as anything but a pair of nylons or panty hose. I've never wore a dress without them either. :D
Silk stocking are definitely a thing of the past generally. When I was young my father used to walk around to the shopping centre with me and my three sisters and we would go to the Draper where Dad would purchase the most gorgeous boxed lingerie for my mother for Christmas, Mothers day and her birthday. She also got four pairs of silk stocking, one from each of her girls. When I think about it, it was fifty to sixty years ago. (My dad was a new age man in the wrong century).

Perhaps its down to personal thoughts. As I have said, this is a very common winter look in Europe.

I’m not quite sure what shops your visiting but they’re everywhere. I have no less than 5 pairs purchased in the last year or so. The company I work for sells nothing but ankle boots in Autumn/Winter and early spring and has done for the last 2 years I’ve worked there.

Ankle boots are very popular, particularly in the shorter person.
 
I have quite a few pairs of ankle boots. Speaking of Kate wearing black tights and high heels, one of my favorite looks is a teal dress that I wear with teal colored pantyhose and teal ankle boots with heels. I do the same with a LBD I have. I love boots. From moccassin type hiking boots with fringe to thigh high black boots to steel toed combat boots, I've got 'em all. Doesn't mean I wear 'em often but I have 'em. :D
 
I'm drooling as I only have five pair, four of which are ankle boots. (I'm not counting my two pair of army boots I keep for nostalgia . . . or the odd snow storm).

In fact, I do have a couple similar to this. In fact, have one in olive green with olive green pantyhose and olive green heels (that will send me to the ER today) but this look looks good also with boots.
 
I love it! Very simple, very elegant but that real pop of colour to get her noticed. I would have preferred her hair up, nonetheless.

That is an incredibly elegant look. I love the sweep of the skirt, the cut and fit of the bodice, and the lovely and subtle detailing down the skirt. Gorgeous in every way!
 
Lovely look! This is how you do monocrome in a successful and elegant way.
The color is incredible on her and I would definitely like to have this dress in my closet too, though with a slightly lower neckline.
Is it me or does it seems a bit looser in the bust line? Could be just because she’s moving. (I hope this just an eye trick and not a new thing she’s trying- I love that her outfit are always perfectly tailored!)
 
Simple and elegant. The green is a good shade on her. I really like the buttons- I think?- on the side of the skirt.
 
And it looks like the dress isn’t even out for purchase yet, price tag £550.

It is gorgeous! I didn’t quite notice the buttons on the skirt part earlier they really do, IMO, help elevate the dress. And I like Catherine sleeves better than the original.

They have some really interesting things this brand, would love to see Catherine or Eugenie! wear this for an evening event.

She looks wonderful as always. Lovely dress & such a good brand. Beulah's mission to help exploited women trapped in poverty is brilliant. I'm so glad Catherine is wearing their clothes & highlighting their work.

According to the website, the dress is made of wool crepe
Produced in 100% Wool Crepe Fabric.
add nylons (I can’t tell if she has any on her to be honest) and i’m sure she was quite warm- at least from the knees to her throat.
