The free schools are prohibited from charging additional fees than the community grant that the pupil brings with him/her. As Xenobia writes many of these schools have different profiles and theyre not allowed to discriminate against of anyone even if the for example have a specifik religious profile. The most popular of these schools have year long quees. My brother for instance have already put his two children aged 3 and 6 up for a popular grade 4-9 school in the town where they live.
Regarding the community sum all I know about it is that its decided by the different communitys but Im sure theres a minimum. The communitys dont decide if their sum is to go to a public school or a free school that sum is entirely up to the public to handle themselves. If there is a big market for free schools therell be more of those in a community.
