I think everyone matures to some extent, just not in the same way, unless they are mentally disabled. I have never met anyone who considered themselves mature at a young age, who didn't years later concede that their opinions and outlook on life had changed, through age and experience.
I think you can get sensible youngsters, those that appear mature but, the definition of mature is that 'they are fully developed in mind and body', which in the early years just isn't possible. IMO.
