Yes, she is Viola Amherd, President of Switzerland in 2024/25. The Austrian president did not attended due to the devastating floods in his country, including in Czechia, Slovakia, Poland, Romania and other Eastern and Central European countries

Yesterday Grand Duke Henri attended the European Meeting of Luxembourg Students (REEL) in Cologne, Germany, on the occasion of the 40th anniversary of ACEL, the Association of Luxembourg Student Circles:

Grand Duke Henri received Eric Nussbaumer, the President of the National Council of the Swiss Federal Assembly, today, October 3:


 
Interesting, a rather quick engagement after laying down his duties... Will be interesting to see how this evolves.
 
Today was National Commemoration Day, during which Luxembourg paid tribute to the people for their resistance, solidarity and struggle against the Nazi occupiers between 1940 and 1945.
Grand Duke Henri began the morning with the religious service held for the occasion at Notre-Dame Cathedral.
He then laid a wreath at the National Monument of Luxembourg Solidarity on the “Kanounenhiwwel”.

 
Is this not the sort of thing Guillaume would do now? Or is the Lieutenant Representative more on the state side of things and less so ceremonies like this?
 
It really doesn't make sense. It looks like Henri has a hard time dealing with his own decision to step back. The SOS Village makes some sense for the GD and GDss to attend (as it is a patronage) but the commemoration should have been Guillaume's.
