Gentlemen wear double-breasted suits when it's windy, as it sure is today.
But I like the tie. - It's a sazzy(?) color and good a contrast to his suit. He couldn't and shouldn't go all out, as the opening of the Parliament is a somber occasion. And as such you never go amiss with a vest.

I've never been able to understand what sazzy really is but I suspect this tie fits well into the definition.
 
It might help to look for snazzy.

I suspect it’s a variant on “snappy”, but I’m not an etymologist.
It wouldn't. I'm looking for sazzy. Read some of the definitions, still don't get it.
