On the first day of the Finnish State visit Queen Silvia had the brooch designed by Tarja Halonen, the former President of Finland.

Though she has worn the Leuchtenberg Sapphires from time to time for royal state visits too, like the state visit from Spain in 1979 and the state visit from Luxembourg in 2008.

I agree, I too thought Queen Silvia would have worn the Braganza tiara. Between this and Mary's choice of dress and jewels this visit has not lived up to its billing for me unfortunately.
