Nice to see the St John's day bonfire,here in Ireland they are lit on the day before which is known as St. John's Eve!
 
This morning, June 26, Prince Albert attended the presentation of the marine educational area in Monaco:

Prince Albert was most likely there because the final two stages of this year’s Tour are partly in Monaco. It’s a big deal as the final time trials and stage usually take place in Paris, but because of the preparations for the Olympics, these will be held in the south of France and Monaco.

Today, August 15, Prince Albert attended a ceremony marking the 80th anniversary of the Allied landings in Provence during World War II, at the Boulouris National Cemetery in Boulouris-sur-Mer, France:

These articles say that Albert was seen with some red spots on his face during recent visit in France . It looks like those spots are real.
 
Re red spots, that article exaggerates the spots and associated them with cancer on two paragraphs before saying at the end:
"...However, it is possible that the red spots on Prince Albert's face are just a sun allergy or another skin irritation."

As a frequent red spot victim since we moved to Upstate New York with a backyard full of plants I'm allergic to, I say those hives are just some allergies his skin is reacting to. Another cause could be a medication, for example a popular one for diabetes in the USA, one form is called Januvia, has that same exact side effect on the face of getting the skin extremely sensitive with visible red areas.
 
I just googled it and it could be a sun rash, since it is showing on Albert's forehead and top of his head. These are areas that were mostly exposed to sun when he was outside for a long time.
