    I don't think so, in case of Portland. The 2nd Earl was made the 1st Duke, and now there are living lineal descendants of the 1st Earl whose line of male descent is unbroken, but not of the 2nd Earl and 1st Duke.

    Actually, she doesn't -- a sovereign cannot be a peer. :) 'Duke of Lancaster' is a local style for the British monarch.

    Yes, the Queen can use extinct peerage titles for the members of the royal family. The Marquessate of Cambridge went extinct in 1981.

    I don't think that it can be called 'luck'... Aside from the first creation, every time the Dukedom of York has been created it has had only one occupant. The Dukes of York either ascend the throne or leave no male heirs.

    Some future king can reign under different ordinals in England & Wales and in Scotland, that's for sure. Thankfully Charles is going to be the third king of that name in all of the constituent countries of the UK. :)

    I don't think so, the dukedoms of Albany and Cumberland are in a state of 'suspended animation', and the Windsor title is associated with Edward VIII. Among the traditional royal dukedoms the Cambridge and Kendal titles are available. A new grant of the Connaught title is IMO very unlikely.
